What started the Prohibition Agitation, anyway? Well, the Efficiency Board discovered that Alcohol impairs National Efficiency, and they said, "Cut it out." Did they consider that with State Alcohol, instead of Private Alcohol, it might he different? Perhaps Government Whisky is less bulky and would not crowd out mail from France and factory necessities from the Shipping. Perhaps the making of State Beer would not destroy grain nor keep men from useful war-time employments. Perhaps "National Liquor" is different from Publican Liquor and would make men more punctual on Monday mornings. Perhaps "Government Spirits" in contrast to "Licensed Spirits" would increase bank savings and thus relieve the strain of post-war taxation! Perhaps!
