The millionaire manufacturer Rathevan, in a letter to the Vossische Zc-itung, declares that the peace offer is premature- He advocates panic measures, ineluding the appointment of an Urgency Committee of National Defence, with plenipotentiary powers; the stopping of soldiers' leave, the combing out of the elderly volunteers, and sending to the front all the interior garrisons' troops, stripping Russia bare, thus doubling Germany's West front forces.—The Times Service.
