GERMAN CHANCELLOR'S PROGRAMME.
ADHERENCE TO REICHSTAG KESOLUTIO3ST. Amsterdam, Oct, C. Prince Maximilian has accepted the majority parties' programme, which, according to the Berliner Tageblat.t-, includes : Adhesion to the Reichstag peace resolution of August, 1917 (no annexations and no indemnities); secondly, Germany's willingness to enter a league of nations, with compulsory disarmament and freedom of the seas; thirdly, the restoration of Belgium, with indemnities; fourthly, existing treaties must not be an obstacle to peace in the Baltic provinces and Poland; fifthly, Alsace and Lorraine to be an independent federal State, with complete autonomy in conformity with the wishes of elected Alsatian representatives; sixthly, immediate universal suffrage in Prussia and other States; seventhly, unification of the Imperial Government by the appointment of Ministers from elected representatives and the suppression of all military institutions exercising political power.
The Frankfurter Zeitung foreshadows Austria's acceptance of all President Wilson's terms.
