A STORMY SESSION. , CZECHS CRY "GET RID Off GERMANY." Berne, Oct. 4. Viennese newspapers state that yesterday's session of the Reiehsrath was stormy. The Czech deputies hurled insults at Premier Hussarek, and greeted his allusion to Germany with cries of "Get rid of Germany!" A complete change in the Ministry is expected.—Reuter. Further detailf of the tumult in the Reichrath show that that the Czech leader loudly praised the Czechoslovak brigade in France, and added that ha hoped the war would soon be carried on to German soil. An uproar followed the Czechs liur!iDg books and metal paper-weights at the German deputies. . "A REASONABLE CHANCELLOR." New York, Oct. 4. fferr Maximilian is the new German Chancellor. Herr Sroeber, of the Central Party, and Herr Schiedemann, Socialist, have been appointed secretaries without portfolios. Ex-Ambassador Gerard, interviewed, said Maximilian was one of the few Germans able to behave like an ordinary human bp in 7. He was cultured, knew .English perfectly and was reasonable. His appearance, in the Chancellorship indicated that Germany was thinkin? of abandoning the pan-German policy. THE NEW CHANCELLOR. Received Oct 8, 5.5 p.m. Copenhagen, Oct. 5. It is definitely announced that Prince Max has been appointed Chancellor. He will outline his policy in the Reichstag to-day. SOLF MADE FOREIGN SECRETARY. GERMAN FEARS FOR TURKEY. NEW PEACE PROPOSAL. Amsterdam, Oct. 4. The Kaiser presided at~a Crown Council in Berlin on Wednesday. Alter hearing von Hiiidenburg's report on ths military situation the Council lengthily considered Turkey's position, with a view of avoiding her capitulation, and ' also discussed the question of a general peace offer. HUNGARIAN COALITION MINISTER. Received Oct. 5, 5.5 p.m. Bucharest, Oct. 4. Efforts are being made to form a coalition Cabinet including Counts Tisza and Andrassy.—United Press. PRUSSIAN FRANCHISE REFORM. Received Oct. 5, 5.5 pjn. Rotterdam, Oct. 4. The committee of the Prussian Upper House rejected the proposed group franchise and adopted the general equal direct vote, with an extra vote for persons over forty. The latter is merely an attempt to hide the surrender on the equal franchise principle.
