AN OBTUSE VIZIER. , Received Sept- 25, 725 p.m. Amsterdam, Sept. 24. The Grand Vizier, addressing the furco-German Legue at Constantinople, declared that all rulers and peoples of the Central Powers, including that of the august friend of humanity and civilisation, the Kaiser, wanted peace. He claimed that the Central Powers were fighting for the small nations and the world's liberty, and appealed for fortitcde in the face of temporary military failure.—Benter.
