I MORE GERMAN BLUFF. ' London, Sept. 22. A message from San Sebastian states e that Germany does not accept the priiiJ ciple involved in the Spanish Note. In the course of her reply Germany s-ays she cannot make any distinction in her submarine policy. e The German Ambassador subsequently stated privately that Germany would 1 never consent to give up her ships in- > terned in Spain. He added: "One country 3 more against us will make very little difference."—Times.
