The New York Times' Washington correspondent reports that Mitchell Palmer, the custodian of alien property, has exposed an alleged conspiracy between the Kaiser's agents and GermanAmerican brokers for the purpose of spreading pro-German and anti-prohibi-tion propaganda in the United States. The Senate Judiciary Committee is now investigating the matter.
