M. Noisk, in a speech, introduced a discussion on the new Russian report, declaring that intervention must be actuated by the desire to preserve liberty, democracy and a world peace. The closure was adopted and the report adopted after several French delegates had complained that British representation was ■ unduly heavy, and threatening to quit the conference.
