THE AUSTRIAN NOTE INSTIGATED BY GERMANY. Amsterdam, Sept. 18. The German press reluctlantly recognise that Cermany bears the responsibility of tl;e Austrian Note, which is the last act in the long negotiations between Berlin and Vienna. The Budapest correspondent of the Berliner Tageblatt asserts that the Note was agreed to in principle between Count 3urian and Herr von Hintze daring the tatter's visit to Vienna. It was arranged that when the adversaries' offensive had reached a certain stage and the German armies had taken op their new positions a peace step should be undertaken. Austrian newspapers declare that when the Vice-Chancellor made his speech he was aware of Count Burian's project.—Ans.-N.Z. Cable Assn.
