Cable Atsoo. and Reuter. PEACE TALK: POOLS OF TWO KINDS. Received Sept 15, 5.5 p.m. Amsterdam, Sept. 13. Continuing his speech at Stuttgart, 1 Vtee-Chaneellor von Payer said: We i hush at the idea that we should ; penitently ask mercy ere we are adBitted to peace negotiations; we laugh at ' fools who babble of revenge. Peace by ' understanding will bring nothing humlli- ' atisg for us, nor a period of misery and wretchedness. It would be an illusion to calculate on the will to peace in those ■dreJea among our enemies which are responsible for the opening and continuing of hostilities. They cannot admit to their countrymen that their alms are • unattainable, their sacrifices vain; but ! others among those peonies will think * differently. Moreover, those others will prevail sooner or later, and until then urn remains for tta nothing tat to- de- . fend our Hves.
