PUBLIC NOTICES, LOCAL mib. THE NEW HJXMOUfH HAEBOH (BOARD EMKKTOBINft BILLrjpIE NEW PLYMOUTH HAJSBOB. BOARD hereby gives public notice that the said Board proposes to introduce into the General Assembly, at its next session, a Local Bill intituled] "The New Plymouth Harbor Board' Empowering Act," 101 S." The objects intended to be effected by the said Bill are as follows: To enable the Board to borrow from time to time sums of money not exceeding in the aggregate £300,000, at a rate of interest not exceeding SJ per cent-, for the construction of Harbor Works at New Plymouth, upon the security of any moneys in the irtarbor Fund (excepting moneys appropriated to any special purpose), and upon a special rate. Before any loan is raised, the consent of the Ratepayers shall be first obtained in the mode prescribed by ,: The Local Elections and Polls Act, 1908." If the total number of valid votes recorded in the areas described in the Second and Third Schedules of the Bill in favor of the proposal exceeds the total number of valid votes recorded in those areas against the proposal, and if the total number of valid votes recorded in the area described in .the Fourth Schedule in favor of the proposal exceeds the total number of valid votes recorded in that area against the proposal, then, and not otherwise, the pre* posal shall be deemed to 'be carried, and Section 19 of "The New Plymouth Harbor Board Empowering Act, 1908,"sTiall be deemed to be repealed and tie Bonrcl shall bo fully empowered to exercise •the power of borrowing and all other powers conferred by the Act. If any further loan is required by the Board beyond the amount authorised to be raised under the provisions of this or any former Act, the area described in the FovHh Schedule shall 'be exempted from any liability in respect of such further loan.
If the proposal to raise the loan is declared to be carried, a Special Rate upon all rateable property in the Harbor District, for the purpose of providing Die annual charges upon moneys to be borrowed under the authority of the Act. may be made and levied by the Board in manner provided by law and in accordance with '•The Eating Act, 1W8." Such rate shall not exceed three farthings in the pound on the capital value of all rateable property described in the Second Schedule to the said Bill, one halfpenny on tlic property described in the Third Schedule, and one farthing on the "property de-sc,-;ned in the Fourth Schedule, and all rales shall he levied in the like proportions. Tbe Board is to provide a Sinking Fund for the liquidation of any loan authorised by the Act, equal to one-half per centum on the money 'borrowed. Provision is made for the taking of further polls if the proposal is rejected at the first poll. The land described in the Fifth Schedule to the Bill is vested in the Board, and the Board is authorised to construct all or any of the works included in the words "Harbor Works," as interpreted by "The Harbors Amendment Act, 1910." and in particular to exte'nj the present Breakwater and to construct such other Breakwaters or Sea-walls, and to reclaim land from the sea, as the Board may deem necessary. HEREBY FURTHER GIVEN" that a copy of the said Bill, plans and estimates of the proposed works, a plan of the rating district, a statement of the financial position of the promoters, and an estimate of the increased revenue to be derived from the proposed works, have been this day deposited in the Magistrate's Courts at New Plymouth and Stratford, and will be open to public inspec-' tion at each of the said Courts for three complete weeks from this date.
