TARANAKI EDUCATION BOARD.
MONTHLY, MEETING. The montlily meeting of the Taranaki Education Board was liold yesterday. Mr. R. Masters (chairman) presided, and there were present: Messrs 11. Trimble, H. J. Eaves, H. «. Grayling P. J. White, S. G. Smith, and C. A. Wilkinson, M.P. TEMPORARY APPOINTMENTS. T!ie chairman reported that during the interim he had to make the following temporary appointments:—Okaiawa, assistant, Miss Watkins; Mangatoki, second assistant, Miss B. Frost; Warea, assistant, Miss Watkins; Toko, second assistant, Miss Trewin; West End, fourth assistant, Miss Berntscn; Hurinioana, sole teacher, Mrs. M'Cutchan; Kaimiro, assistant, Miss Paterson; Okaiawa, head teacher, Mrs. Ellis, Hawera, assistant, Miss J. Merron; Hawera, assistant, Miss Granville. The report was approved. FINANCE COMMITTEE. ■ . The Finance Committee reported that consideration of the matter of apparatus and handwork supplies, including plasticine, were held over- They recommended that a store %e erected fn brick, as Bugested by the overseer, to accommodate 2 tons of benzine; that the supplementary readers be procured in accordance with the senior inspector's report The matter of office stationery was held over for consideration. The report was adopted. MANUAL AND TECHNICAL REPORT. The committee reported as follows: — That time be asked for in which to make inquiries for a suitable assistant in agricultural work; that the Department be asked to call, at an early date, a conference of agricultural instructors, ■with a view to arriving at a better understanding with regard to agricultural instruction throughout the Dominion, that the application of the Radnor Committee for shelter trees bo referred to the director for his report; that the regulations for compulsory attendance at technical and seeondaary schools in the Stratford School District bo adopted: that leave of absence be granted to ■Mr. R. A. S. Browne, in order that he may join the Expedillonarv Forces; that, as an initial move towards report on technical education in Taranaki, the commit tee visit Okaiawa. Han-era Technical School, and Stratford, on Thursday, September 20.—Adopted.
TEACHERS' SELECTION COMMITTEE.
The committee reported recommending that the board support the proposals contained in the circular memorandum from (he Wellington Education Board re "training college students returning from nctjive service - ': that Miss Billiard be promoted to the fourth assistantship and Miss Anthony to the fifth assistsTiip in the West End School. —Adopted. RESERVES' COMMITTEE. The Reserves' Committee made the following recommendations: Section 7, Block V., Ngatimarti: That the offer of Mrs, ,T Tod o,f 4s per acre, for seven years, from Ist September, 19] S, be accepted. Lincoln School paddock; That the application of the School Committee for a portion of the school site, and for fencing round residence, bo referred to Mr. Trimble to report on. Section! 7. Block XII., Omona: Mr IT. P. TTaden has been given notice terminating his tenancy from Gib October IDIO? Port 4, Block IT., Kg a ere: Mr.-. Kncebone has been given notic 1 terminating her tenancy from 31st October, 1919.—Adopted. OVERSEER'S RETORT. The. overseer reported as follows: New Work—Technical College additions: This work is progressing. The brick and concrete walls are finished, ready for the roof. Puniho: The porch udditic-ns are completed. Tiie committee ask for assistance to put down a concrete floor in the shelter slii-.i. I would recommend this for favorable consideration: the committee have already agreed to pay the cost of removing the shed. General.—Pit-one: We have the material on the site for the small alterations to this building. The committee carted the material as agreed from the. end of the metal. This work will be carried out as soou as possible. Central School •Vtncu'te wall): As instructed. I v-'tnt into this matter The total length, as asked for by the committee, is four chains. M the end the committee proposed to pay for. the ground tapers away to the bottom level practically. The' cost of completing the wall in concrete or cobble-stones was submitted. Plans: I have completed plans for new schools at Kina and Arawhata, and these have been forwarded to the Department West End: I would recommend that the subsidy granted to the West End Committee for laying down concrete be paid. Supplementary Report—West End Ont-nffices: As instructed, T went into this matter again. The present system is not good (T have already submitted a report on this system generally throushout the district.) Pending the question of removing the school, T would suggest the holding over of a recommendation to put up a, more modern and enlarged building; the present place was only built to accommodate half the present number of children, and extra care ;<, recessary to keen it in a soniti'rv condition- One trouble we have had is owing to the borough flrain not being low cr.oueh to get a proper fall. Ea.ves reported that he visited Whareroa in connection with anrdieation for the establishment of a new school thoTo. There are two Tontps bv which children can travel from Whareloa to Hawera P.H, School—Tis,, Main
South and Manawapou Roads. Owing to the dangerous railway crossing on the former route, most scholars go by the latter, which is the longer of the two. The distance* from Whareroa Hall to Hawera MI. School, via Manawapou Uoad and Dive's Avenue, is not more than i% miles at the outside. It was understood that nine children travel to school' along the railway line. If not practicable to establish a new school, he recommended that side school be granted, which would probably serve the purpose equally welt Mr. "Eaves moved the report he received, and that the senior inspector he asked to report on the matter of tho establishment of a side school.—Carried. GENERAL. In "the matter of the application for a school at Wairere, it was resolved to reply to a letter from "Mr C. M'Gregor, that the board was awaiting a grant from the Department for the erection of a school- It was, also decided to draw the Department's attention to the fact that there were children in the district; who were without any means of education, and that the Department he asked for an eaxly reply to tlie board's application The following matters were referred to the overseer to report upon:—Additional accommodation at Riverlea: heating of technical department, Manaia; spouting on shelter sheds, Waitara; and repairs to fences, Okoke. The overseer w'as given power to act in the matter of the application of the Waihi committee for tlie erection of a bicycle, saddle, and tool shed, the board to pay half the cost of the work. He was also given authority to erect a shelter shed at Waingongoro on tho conditions named 'by the committee—-namely, that the shod should not cost more than £2O, the committee to contribute £'3, all blocks, and free laborThe Aukepae committee was voted a grant for the cleaning of school grounds, and the Cardiff committee was also given a grant for fencing-posts. A letter was received from "Mr- G, H. Maunder on the question of teaching regarding alcohol gn public schools. It was decided to forward tho communication to the 'Department. Messrs White and Smith were appointed to further wait on the New Plymouth Borough 'Council in respect to the proposed exchange of the Cut.field Road site for the Rotokare and Ratapihipih i reserves. 'The matter of the additions to tho Tjhama and "Pitzroy schoo's was icft in the hands of tho chairman, with power fro act. Accounts amounting to £0133 14s were passed for payment.
