FOUR ESSENTIAL FACTS. Paris, July 3. The Petit fParisien publishes a signed article from the pen of Lord Northclifl'e reviewing the war as a whole. Four essential facts, he says, stand out. The first is the Japanese fact. "Japan," lie declares, '-'has literally carried out all our requests. If we increase them she will still carry them out. It is for President Wilson rather than for us to settle this problem." Lord Northclifl'e prefers to see President Wilson devote himself first of all to the despatch of men as he has done during recent months. "That President Wilson has been able to train for war a population of a hundred millions is the second fact, and is worthy of the highest admiration," says Lord Northclifl'e. "The third is the rigorous application of the British, French, and American blockade which isolates Germany and deprives her of many articles necessary for her industries and for the war." Here Lord Northclifl'e describes the help which is being given by Great Britain, who is making a gigantic effort of combing and re-combing. The British Government, he says, will succeed in enrolling in the army all the young men, whether farmers or Government officials, who are trying to avoid military service. He adds: —"The huge increase in the fleet constitutes a constant menace to all the efforts of the German Navy against the Allied posts. "The last important -fact is that the Allies have contracted a sacred debt towards France, because Franco is the battlefield of civilisation. The nations will not be ungrateful. The utmost will bo done to give France back what is hers with both hands and with all our heart," Lord Northclifl'e concludes by declaring that all.
