DOING ITS UTMOST, Simla, Sept. 5. Lord Chelmsford, in opening the Legislative Council, reviewed India's war efforts, indicating that the country was continuing to do its utmost in the military and financial fields. The contritutions to the second war loan were over 20 millions. A further loan was proposed.
