PUBLIC NOTICES. LOCAL BILL. THE NEW PLYMOUTH HARBOR BOARD -EMPOWERING BILL. mjJE NEW PLYMOUTH HARBOR BOARD hereby gives public notice that the said Board proposes to introduce into the General Assembly, at its next session, a Local Bill intituled "The New Plymouth Harbor Board Empowering Act," 1918." The objects intended to ibe effected by the said (Bill are as follows:— : To enable the ißoard to borrow from time to time sums of money not exceeding in the aggregate £300,000, at a rate of interest not exceeding <si per cent-, for the construction of Harbor Works at New Plymouth, upon the security of any moneys in the (Harbor Fund (excepting moneys appropriated to any special purpose), and upon a special rate. Before any loan is raised, the consent of the Ratepayers shall be first obtained in the mode prescribed by "The Local Elections and Polls Act, 1906." If the total number of valid votes recorded in the areas described in the Second and Third Schedules of the Bill in favor of the proposal exceeds the total number of valid votes recorded in those areas against the proposal, and if the total number of valid vote 9 recorded in the area described in the Fourth Schedule in favor of the proposal exceeds the total number of valid votes recorded in that area against the proposal, then, and not otherwise, the prA posal shall be deemed to foe carried, and Section 10 of "The New Plymouth Harbor Board Empowering Act, 1908," snail be deemed to be repealed and the Board shall be fully empowered to exercise the power of borrowing and all other powers conferred by the Act- If any further loan is required by the Board beyond the amount authorised to be raised under the provisions of this or any former Act, the area described in the Fourth Schedule shall 'be exempted from any liability in Tespect of such further loan.

I If the proposal to raise the loan is declared to »e carried, a Special Rate upon all rateable property in the Harbor District, for the purpose of provid- ! ins Die annual charges upon moneys to be borrowed under tile authority of the Act. may bo made and levied by the Board in mpnner provided by law and in accordance with "The Rating Act, H*oß." ■ Sucli rate shall not exceed three farthings in the pound on the capital value of all rateable property described in the Second Schedule to the said Bill, one halfpenny on the property described in the Third Schedule, and one farthing on the property described in the Fourth Schedule, and all rates shall be levied in the like proportions. The Board is to provide a Sinking Fund for the liquidation of any loan authorised by the Act, equal to one-half per centum on the money borrowed. Provision is made for the taking of further polls if the proposal is rejected at the first poll. The land described in the Fifth Schedule to the Bill is vested in the Board, and the Board is authorised to construct all or any of the works included in the words "Harbor Works," as interpreted by "The Harbors Amendment Act, 1910," and in particular to extend the present Breakwater and to construct such other Breakwaters or Sea-walls, and to reclaim land from the sea, as the Board may Ueeni necessary. AND NOTICE 19 HEREBY FURTHER GIVEN that a copy of the said Bill, plana and estimates of the proposed works, a plan of the Tating district, a, statement of the financial position of the promoters, and an estimate of the increased revenue to be derived from the proposed works, have been this day deposited in the Magistrate's Courts at New Plymouth and Stratford, and will be open to pulilic inspection at each of the said Courtß for three complete weeks from this date.
