PREPARIXG A REPORT. Received September 2, 8.50 p.m. Madrid, September 1. Semi-official:—The Ministry has prepared a report concerning the torpedoing of the Atasamendi, based on telegraphic details, ordered in anticipation of the enforcement of the regulation of August 10. The Government has decided in view of the strained public feeling, to strictly apply the espionage law to prevent the publication of statements calculated to compromise Spain s neutrality, and also temporarily to suspend the guarantees relating to the freedom of the press.—Aus.-N.Z.
