WATERSIDE ACCIDENTS.
COMMISSIONS HECOMIENDATIOXS. By Telegraph.—Press Association. I Wellington, August 9,?,. i The Waterside Accidents Commission recommend that an inspection of all ] running gear and subsidiary appliances j be regularly made by a qualified ofiit!*r appointed by the Marine Department; | that an inspector of machinery make an j inspection of all machinery used for loading and discharging vessels of any kind; that when coal is being discharged | by baskets by means of a bull-rope on i to a stage for loading direct into vehicles, ! such stage shall not be less than "ft Gin I wide and firm; that on all lighters or j launches engaged in roadstead harbors'' sufficient life-saving appliances in good I order shall be carried 1o enable all ! men on board to be furnished with tlio same in case of peril. This I regulation 1o apply to hulks being moved from Port. Chalmers to Dim- j edin. That on all lighters and launches ! working in roadstead harbors a supply j of blue lights be carried to enable signals j to be made; that the Marine Department ' issue a table giving the recommended | loads of wire, nianila and flax ropes, of j lanyards on cargo nets, and of hooks, if j possible: that all ships and hulks which load or unload cargo id night-tmieshail be required to use electric light whereover possible; that Dr. M'Laurin be asked to draft regulations regarding the fumigation of vessels in order to minimise the risk of accident; that When boilers are being cleaned, the stop-valve oi the working 'boiler shall in every ease be locked down during snch work; that when cleaning boilers, men shall not be required to work therein at a temperature more than lOOdeg-; that a competent officer of the Marine Department sliail decide the deck load to be carried on lighters and the position of such deck load; that a regulation be prepared providing that the Inspector-General shall in every case decide whether a man is unfit to work through the influence of liquor, and such inspector shall be entitled to send such man away if so satisfied, the union undertaking to support such a regulation; that ship's bunkers, while being worked, shall bo lighted by eiectrie light wherever the current is available. There are also a, number of other recommendations providing for the safety of waterside workers, etc.
