THE RICE RIOTS. Received August 2-1, 1.10 a.m. Ottawa, August 22. The Chicago News's Kobe correspondent states it is believed the rice riots were diiected by unscrupulous politicians as a retaliation for the Government's intervention in Siberia.—Aus. and N.Z. Cable Assoc.
