BALKANS.
OBSCURE POSITION EN* BULGARIA. London, August 21. The Daily Telegraph, discussing the Madrid report that King Ferdinand of Bulgaria is dying and that the proclamation of a Bulgarian republic may be expected, save that neutral newspapers attribute the removal of the Royal family from Sofia to internal political unrest, the result of the economic crisis and food shortage. The latter has a shady history, and served a long tern of imprisonment for embezzlement 01 public funds. He is recognised aa Germany's tool.
German newspapers recently protested that M. Malinoff was a Ruasophile, and wis pursuing a policy diametrically opposed to that of M. Badislvoff.
