The necessity for the loan was fuily explained by tho Mayor in his annual re l port, which has been published, and in addition a detailed schedule showing the works contemplated has since been published. Every publicity has 'been given to the matter, and there has been no at> tempt to withhold anything from the ratepayers. His Worship trusts that there will be a largo meeting, when he will endeavor to supply any further information which any particular ratepayer may desire.
