PREPARING FOR A LONG WAR. Washington, August 1. The Food Administrators, acting under the engagement between France, Italy, and the United States, have cabled to the United States Government from London as follows:

CONTROL OF TELEGRAPHS AND TELEPHONES. Washington, Aug. I. The Government has assumed control of telephones and telegraphs as a war measure. They will be controlled by the postal department. There are approximately 22,000,000 miles of telephone wires and 2,800,000 milea of telegraph wires affected.
