DECLARATION OF WAR.

FOURTH ANNIVERSARY. The Mayor of Xew Plymouth (Mr. C. FI. Burgess) lm s received a letter from the Acting-Prime Minister asking that, in connection with t!ie fourth anniversary of the declaration of war, a public meeting of citizens be held on Monday next, August ;">th, and Ihat the following resolution, which is to be submitted to similar meetings throughout the Kmpire, be submitted to the meeting: "That on this, tho fourth anniversary of the declaration of a righteous war, this meeting of the citizens of Xew Plymoutli records its inflexible determination to corstinuo to a victorious end tha struggle in maintenance of those ideals of liberty and justice which are the common and sacred cause of the Allies." The letter proceeds to state that today the internal condition of Russia ia chaotic. A series of German military successes lias been achieved on tho West front and the position of the Central Powers on the map i.s apparently stronger than at any time since the battle of the Mame. Under these conditions, it is the more necessary that wo should again declare our determination to win through to victory on the field ol battle. • • . Should our determination fall short of that, the saerifies of our men • . , . will have been in vain. In such a case, the hardships endured to-day will be but so much preparation for the horror and slaughtel that an undefeated, arrogant Germany will again—maybe in our own lifetime-, inflict on a world then, perhaps, too weary of war to resist successfully the doctrine of f<yce w e are now combating. No definite arrangements have yet been made in connection with the meeting.
