' There is an acute ministerial crisis at Constantinople consequent on the TurkoBulgarian tension in regard to Bulgaria. Changes are probable, indicating the decline of Enver Pasha and the ascendancy of Talaat Bey, whose policy is "Turkey for the Turks," and opposed to Enver Pasha's pro-Germanism.—Reuter.
