FRANCE S DAY. AMERICAN FELICITATIONS. Received July IS, 5.5 p m. New York, July IG. There was a nation-wide observance of Bastille Day, the Tricolor being flown from all the publio buildings- President Wilson sent the following message to President Poineare:—"The 14th of July, like the 4th of July, has taken on a new significance throughout the whole world. We celebrate the 14th as France celebrated the 4th. The war is bcinj* fought to save ourselves from intolerable things, also to save mankind." Mr. Newton D. Baker (Secretary for War) sent the following sentiments to France: —"We were comrades at the beginning of our democratic careers. France and the United States are again brothers in arms in defence of democracy."—Press Assoc.
