GERMANY'S REAL AIMS. COMMERCIAL POLICY. London, Juno 1G A remarkable book has been published by a German Socialist: deputy, Dr Lensch. It is entitled "Three Years of World Revolution." In this book the real relationship between the German economic policy and militarism is more frankly stated than perhaps it has ever been in the German language. Dr. Lensch shows how Germany's economic policy was—by high protective tarifls—to monopolise the homo market, and so create such huge profits as would enable an immense industrial expansion and a successful exploitation of foreign markets. . °

By a close cohesion of industry and finance trade was to be organised in cartels—groups, or pools—and syndicates.

Dr Lensch waxes enthusiastic over this wonderful industrial organisation backed by the State, which enabled German goods to force their way into foreign countries,

He repeatedly exults in tho charges of barbarism against Germany, saying that such charges are really a measure of foreign admiration. Briefly, Dr Lensch, maintains that Germany's mission in this war was to overthrow' both Russia and Britain. He expresses contempt for France, and as for Austria, his opinion is that it has lost the necessity for ;Js existence. He speaks of liberalism and damonracy as English catchwords,

The Times, which publishes long extracts from the book, regards it, as Important as showing what the ordinary German Socialist thinks, but does not dare to say. The book also justifies Mr Balfour's recently expressed opinion that the German commercial policy forms a substantive part of her general aim at world dominion.
