The Ukrainian telegraph bureau at KieiT announces that the Grand Duke Michael Alexandrovitcli has been proclaimed Czar, aud is marching with Czech-Slovaks and Cossaoks against Moscow.—Reuter. POSITION IN SIBERIA. FORCES DIRECTED BY KERENSKY. London, July 3The Stockholm correspondent of the Daily Express Btates that there were two Siberian Governments- The Eastern Government has its capital at Harbin, and the Western its capital at Omsk. These have been unitod, with Tomsk as the new capital. The main military force consists of Czecho-Slav a and Czeeho-Slovaks, besides several corps of volunteers. The whole movement is directed 'by Kerensky, from the outside.

GERMANS IN FINLAND. Copenhagen, July 3, The German army in Finland has now at least 50,000 troops concentrated on the Russian frontier. The German-Fin-nish armv at several points has crossed the frontier.
