MOSCOW UNDER MARTIAL LAW. DISCOVERY OP ANOTHER PLOT iteceired June 12, 9.35 p.m. Washington, June 11. State Department advices from Russia state that Moscow is under martial law, following on the discovery of a counterrevolutionary plot—PreßS Association BREST-LITOVSK TREATY, NOT RECOGNISED BY TRUE RUSSIANS. AN APPEAL TO THE at.T.TCR JOR AID. Received Juno 12,11.25 p.m. Washington, June 11. The Russian Embassy has published a resolution by the Cadet party, declaring that it does not recognise the Brest Litovsk treaty, and makes an appeal to the Allies for aid. The resolution states: "We can assure in most conclusive manner that the information picturing the Russian democracy as disapproving of the Allies is false. If such information reached the President of the United States it must have originated from Bolshevik sources. The Bolsheviks in no way represent Russia." The resolution concludes: "If an Allied military expedition is sent, it is imperative that the Russian people be assured that Russian rights will not be violated, and the expedition be under international control."—Press Association. Advices from Kieff state that fifteen thousand Czechs and Slovaks in the Chelyabinsk region occupied a part of the Trans-Siberian Railway, and captured munitions. The Soviet troops evacuated Chelyabinsk and concentrated near Slatonst, where they were defeated by the Czechs. Other Czech forces are I near Samara.—Press Association.
