It considers the Irish question is not purely a domestic concern for the United Kingdom, saying: "We unreservedly are of General Smuts' opinion that it should be ruled within the function of the conference. He Irish question has enormous importUoi for the Dominions, and the British people should be induced to regard it as an Imperial and not a domestic matter. If we attempt to draw tip a mechanical OUMtitution the Empire will reach inestricable difficulties, but the annual reassemblies of the standing committee ot the Empire will result in a group of subjects being gradually sorted out which it would be unconstitutional to deal with except by reference to the Imperial conference. A written constitution must follow and not be preceded by fact."— turn Auoc.
