THE TREATY WITH CHINA. Tokio, June 8. Major-General Ugaki, who negotiated the Chino-Japanesc agreement, states that it is not limited to defence and its scope is not confined to the Orient. Peking messages pont out that the publication of the notes exchanged between China and Japan throws no light on the rumors of Japanese control of the training and organisation of the Chinese aimy.
