NeVs from Russia shows that the position continues to be one of the utmost uncertainty and disorder. Petrograd correspondents are silent. Nothing is known regarding the food and economic situation there or regarding the movements of Finnish troops which, it is reported, are moving towards the capital. German newspapers announce an imminent rupture of the negotiations between Russia and the Ukraine. An agreement upon the frontier question is impossible. PATE OF RED GUARD PRISONERS.
