MONARCHIAL AFFAIRS. Moscow, May 28. Germany has withdrawn her permission to the Dowager-Empress to leave Russia.—Aus. N.Z. Cable Assoc. London. May 28. The Geneva correspondent of the Daily Chronicle reports that it is understood Germany contemplates the re-establish-ment of the Romanoff dynasty a!; Kieff, though a Romanoff will be allowed also to rule from Moscow, as the existence of rival monarchs in Russia would suit Germany better. According to the Swedish Social Demokraten a strong counter-revolutionary movement exists in the Urals and Siberia. The Cossack leader Kutoff has gathered a great army and is now fighting the Bolsheviks at Sartow.—Reuter.
