EXCHANGE OF PRISONERS. THE FRDJCIPLBS OOTLEJED. Received May 27, 8.30 p.m. London, May 27The Geneva Bed Cross Society has published the principles governing the Franco-German exchange convention. In addition to the exchange, ae already disclosed, the convention abolishes the category of civilian prisoners. Civilians will henceforth have the choice of returning home or residing at a fixed address.
