DILLON'S MANIFESTO. PRINCIPLE OF SELF-DETERMINA-TION. London, May 17. Mr. Dillon, in a manifesto addressed to Americans, urges them to await the statements by the Irish Mission before accepting the version of the British Government. The manifesto begins: "America should urge Britain to apply to Ireland President Wilson's principles of self-determin-ation."
