General Seminoff has issued a proclamation assuring the trans-Baikal people that his movements were not counterrevolutionary, but were intended to restore lawful freedom. Many Russian soldiers from Siberia have joined General Semj'noff. The Finnish Minister, M. Enclcell, has arrived at Helsingfors from Pefcrograd. He states that Lenin is establishing a regular army and trying to build up the finances on a broader basis. Tho Petrograd Labor Commune denies ihe reports of the threatened occupation of Petrograd and Moscow. —Times. FOOD WANTED AT PETROGRAD. Moscow, May 13. Lenin has telegraphed to the food organisations demanding immediate help in view of the catastrophic position at Petrograd. Lenin says the counterrevolution is raising its head and turning the discontent of the starving masses against the Soviet authority.—Reuter.
