SKOROPADSKI'S MANIFESTO. GERMANY FIXES LOCALE FOR POURPARLERS. Received May 11, 5.5 p.m. Moscow, May 10. M. Skoropadski, in a manifesto on assuming office, told the Ukrainians that they owed their salvation to the Central Powers, who were invincible. The manifesto does not mention the peace with Russia. It is therefore assumed that Ukraine will continue operations against Russia. Germany lias informed the Foreign Commissary that, in view of the change of Government in Ukraine, the peace delegation to Ukraine must be radically reconstituted, and Kieil, not Kursk, be the scene of the pourparlers.—Reuter. NEW GOVERNMENT FORMED. Received May 12, 5.5 p.m. A new Government, composed of Cadets and Octobrists, has been formed in Ukraine. The Premier is M. Oustimvitch. and the. Minister of Finance, M. Bernasky, formerly a member of the Kerensky Cabinet.—Reuter. BAVARIAN CAVALRY SENT TO UKRAINE. Received May 13, 12.45 a.m. Amsterdam, May 11. Frontier reports state that large contingents of Bavarian cavalry from the Flanders front traversed Liege. It is supposed their destination is Ukraine Press Association.
