EFFECT OF PRO-GERMAN ' PROPAGANDA. New York, May 8. The New York Times' Washington correspondent reports that after a debate the Senate decided to have a secret investigation of the aircraft situation. The House Military Affairs Committee, after hearing aircraft officials, admit that they are convinced there is no evidence of graft or pro-German influence such as Mr. Borglum alleged. Mr. Baker, Secretary for War, gave evidence that he believed pro-German propaganda was largely responsible for the criticism of aircraft production. FRENCH DEBTS.
