DESIGNS ON UKRAINE. POOD EXPLOITATION. Amsterdam, May 8. In the Reichstag Herr von Payer admitted that the Germans had entered the Ukraine not merely for the purpose of restoring order, but became they wanted foodstuffs as speedily as possible. He said the Rada was powerless to make the population deliver grain, and its communistic theories, moreover, were not reciprocated by the peasants. Hence there was trouble which led to the overthrow of the Government. The new Government which was being formed by MM. Hetman and Skoropadski, whom the peasant? elected, had agreed to the formation of (iernian field tribunals. The new Government refused to recognise theories that severed the ownership from the foil, but it agreed with the necessity for concluding an economic agreement for a long term with the Central Powers, and of negotiating for the reimbursement of Germany for military assistance.—Renter.
