SHORTAGE OF RIFLES. By Telegraph—Press Association. Wellington, May 4. Major McChristcll, before the Defence Expenditure Commission to-day, stated that tliere were shortages of rifles in districts, due to carelessness and indifference on the part of those responsible for their can!, custody, and accounting, and to the practice in the pant of issuing a rifle to an individual Territorial and allowing him to take it home. Losses and deficiencies were still accruing, but were being immediately inquired into and the personal unit responsible was being dealt with. People responsible for the administration should be fallowed to select their own officers, then the oliicers would be responsible to the men. Every soldier who made away with, lost by neglect, or wilfully damaged any article on issue to him, should be punished.
