CONTROL OF CAPITAL.
THE GOVERNMENT'S PURPOSE. By Telegraph—Press Association. Wellington, Last Night. Sir James Allen, Acting Prime Minister, explained to-day that the administration of the new war regulations for the control of capital would not interfere with enterprise helpful to the country. The Government wished to take care that public money would be used to the best advantage. Regarding private capital, the purpose of the Government was to discourage the use of money for unnecessary projects, including pleasure schemes, wliieh could well wait until after the war. The Government would be on its guard against injuring the machinery of production essential to the country's welfare. In the case of industries important in a national sense, planned for operation after the war, obstacles would not be placed in the way of preliminary work. (
