THE DUTCH POSITION. Washington, April 25. Officials believe that Holland will not accept the German demands. If the British have succeeded in bottling itp Osteiul and Xcebntgge they believe the Germans will feel forced to take drastic action towards Holland to save the submarine campaign. AVIATION DEPARTMENT REFORMS. Washington, April 25. The Aviation Department has been reconstructed and Mr. John D. Ryan, president of the American Copper Company, has been appointed Director of Aviation, replacing Mr. Howard Coffin, who will serve in an advisory capacity. FINANCIAL AID TO ALLIES. Washington, April 25. The agent of the United Press learns that a rearrangement of America's war credit to the Allies has been virtually agreed upon which will terminate the credits to England, but supply the other Allies with the funds heretofore advanced them by England. The change is due to England's decision to raise war funds by taxation.
