A wireless Russian message states that Germany has been asked for an assurance that Xutsiari Biavk Sea fleet, while obeying the terms of the peace treaty by remaining in Sebastopol, will not be seized or damaged by German submarines, which apparently are about about to blockade Sebastopol.
