DUBLIN AT A STANDSTILL. ANTI-CONSCRIPTION CAMPAIGN. London, April 23. There are no trains nor trams in Dublin to-day and all the large business houses are closed. No Nationalist newspapers are publishing, but Protestant and Orange districts are carrying on as usual. It is estimated that 1.500,000 to 2.000,000 Irishmen are already pledged against conscription. (Ireland does not contain much over 1,000,000 adult Irishmen.) Sixteen Irish King's Counsel, including several Crown prosecutors, signed the anti-conscription declaration. A separate Protestant anti-conscription movement is obtaining increased support in many places. AMERICA SUPPORTS CONSCRIPTION. Washington, April 23. The New York Times, in an editorial strongly supporting conscription in Ireland. adds: ''Some Irish politicians are said to be nursing the mad notion that the people of the United States sympathise with the Irish slackers, and there was talk of sending an emissary here to solicit America's opposition to conscription. It would be impossible for America to receive him. The chief burgomaster of Berlin would be as welcome.'' PROTESTANT POLITICAL ASSOCIATION'S RESOLUTIONS. By Telegraph—Press Association. Wellington, Last Night. The conference of the Protestant Political Association passed resolutions today expressing confidence in Sir Edward Carson as leader of Ulster, sympathising With Ulstermen in their struggle for liberty, and loyally expressing satisfaction with the British Parliament having applied conscription to Ireland, trusting the opposition of tho Roman Catholic hierarchy and Sinn Fein organisation would not deter the Government from fulfilling their duty to loyalists throughout the Empire.
