FOREIGN MINISTER RESIGNS. Tokio, April 20. It is reported that Viscount Yontono, Minister of Foreign Affairs, has announced his intention to resign on account of-ill health. SHIPPING FOR AMERICA. Received April 23, 12.'3 p.m. •*' Tokio, April 22. Sixty-six steamers, aggregating five hundred thousand tons, "have been made available to the United States during the period of the war. Twenty-four will he delivered immediately, and the balance during 1918.
