GERMAN DESIGNS. Washington, April 10. War Department advices say that the Germans have been compelled to reinforce the army which is fighting the Red Guards in Finland. The German plan is to gain control of the Petrograd-ICola railroad and capture stores and munitions going to Kola, which are guarded by British marines-
