SINN FEINERS' MANIFESTO. London, April 10. The Sinn Feiners' Conference has issued a manifesto denying the right of any external authority to impose conscription. The passing of the Manpower Bill must be regarded a' 9 a declaration of war on Ireland and a direct violation of the rights of small nationalities. The manifesto adds: "We invite all to resist iby the most effective means possible."
