A NEW ARRANGEMENT.
CHINA TO BE "RUN" BY JAPAN.
New York, April 10. A semi-official Pekin' report states that Japan proposes to send 200,000 troops to China to co-operate with a similar Chinese force, officered by Japanese, for restoring order in China and protecting the borders.
Japan will submit a new series of demands upon China,' including the complete control of her finances, that fifty per cent, of her ammunition purchases shall be made from Japan, the operation of the iron mines, and that the dockyards be placed under Japanese control.
