REFUGEES IN FRONTIER PROVINCES- j A NOTE TO BERLIN NEGOTIATIONS WITH TURKEY. Received April 7, 5.5 p.m. London, April 5. Wireless: The Russian Government has informed Berlin that in view of the intolerable situation due to the concentration of a quarter of a million refugees on rhe frontier provinces from the former Russian provinces, the Government proposes to open its frontiers until the fate of the refugees is settled. The Russian Government has informed Turkey of its readiness to negotiate an agreement regarding mercantile navigation.
JAPANESE AT VLADIVOSTOK. REASON FOR LANDING MARINES. Received April 7, 5.5 p.m.. New York, April 6. The Japanese landed marines at Vladivostok because a small band of Russians raided a Japanese office, killing one Japanese and wounding others. JAPANESE FORCE AT VLADIVOSTOK. Received April C, 5.45 p.m. Washington, April 5. The American Consul reports that the Japanese have landed a small armed force at Vladivostoek to protect the residents. This action is not regarded as an invasion of Siberia.
