A conference of the right wing of the Socialist parties and the Cadets at Moscow adopted a resolution that, as the terms of the Brest Litovsk peace treaty do not allow Russia to organise resistance to German imperialism, the Allies have grounds for an attempt to organist the defence of Russia. Such a step, if undertaken by all the Allies, wookl enable the organisation of internal forces in Russia, but they must avoid Allied occupation, a punitive expedition or interference with Rbislib internal affairs.
