MINISTER REMAINS FIRM. By Telegraph.—Press Association. Wellington, March 25. Mr. Fraser received a telegram to-day from the secretary of the Union at Otira asking if he would agree to submit the matter in dispute to the Conciliation commissioner. The Minister replied that he cannot accede to the request regarding the referring the point at issue to Mr. Hagger, Conciliation Commissioner, or to anyone else. The decision of the Minister for Public Works as to who may or may'not be employed must be final.
