RUMORED GERMAN NEGOTIATIONS. Amsterdam, March 22. A Catholic source states that semiofficial negotiations are now being carried on between Germany and the "Entente, in which Germany is displaying a strong inclination towards peace. The discussion will terminate on March 27, and if it does not load to official negotiations a German offensive on tlio West will bo launched.
